Preamble:
WHEREAS Florida ranks as the deadliest State for
Pedestrians and Cyclists. WHEREAS The
Florida Department of Transportation installs
Unmarked, Uncontrolled, Mid-Block Crosswalks on
High Traffic, High Speed Roads. WHEREAS
This has resulted in approximately 4,500 Pedestrian
Deaths at Mid-Block Crosswalks (2000-2019)
and in 1,557
Pedestrian Deaths at Unmarked Mid-Block
Crosswalks (2007-2019). WHEREAS: All
of the 4,500 Pedestrian Deaths occurred in
locations that violate Crosswalk
Safety Standards at Unmarked and Uncontrolled
Mid-Block Locations. Section 1: The FDOT shall relinquish control of Local Roads to Local Authorities as it is done in most other States and is recommended by City Planners. Sub-Section A: The section of FDOT controlled roads with speed limits of 45mph or below shall be turned over to Local (City or County) Authorities. Sub-Section B: FDOT District Heads shall be required to undergo Training in the Safety Effects of Marked vs. Unmarked Crosswalks at Uncontrolled Locations. Section 2: This Bill shall go into effect ninety one (91) days after passage. |
